I want to get to hr2 in the guild I have 30125 guild points how much do I need ?

Hr2 isnt from guild points it's from guild QUESTS
Complete certain quests from the 3* hunting hall quests (i did all of them) and you should get an urgent quest just as you do for the VC
If my memory serves well the urgent for hr2 is blanonga (dodobrango)
So beat dodo and you're fine

you have to complete 8 quest in 4* at the hall and you will gwt urgent quest and the mission is four horns and thats how you get to hr2 but this is monster hunter freedom not part 2
