Not every quest of a level is available all the time, some will appear randomly (such as Elder Dragon quests), so you have to play other quests until the one you want appears.
As such, the red "clear" sign means you have cleared all the quests in the set available to play, but not all of the quests of that level and the purple "clear" sign means you have cleared all of the quests at that level.
