Iv forgot wich zone but it's wer the apceros's r. I used goldenfish bait 2 catch mine. Hope this helps !!!

It is completely random. I actually had trouble on this quest myself. Just bring a ton of bait, preferably Goldenfish Bait, and keep going to every zone and fish. If you run out of bait then abandon the quest so as not to lose anything and retry it until you get what you need.

Take a bunch of goldenfish bait and things to make the bait, then keep running in and out of area 1 until the fishie appears.
