You can get them from the wevren nest in zone 5 in the forest and hills , in the rewards for killing a kutku or from the old lady with the huge backpack

I get small bone husks as rewards from killing big monsters like certain dragons (forgot what types give them) but I get lots of them for killing velocidrome for rewards.

Do hunting quest lv2 the formidable velocidrome quest and you shood get sm bone husk every time you do That quest.
