I have enough money to hire another felyne, but it says that I can't. Does this have to do with my rank? I am doing very good (well to me at least) and I am only 2 quests away from going up another rank. The lady says that I sould talk to her when I get better, or something like that, and, actually, I have enough to hire them all.

Usually you need to get more missions done in order to get a new cheif. Keep doing the easier missions that you haven't done before and you should soon get one.
You have to slay a wywern that you haven't slayed before.
The max felyne chefs you can have is 5 and the felyne you can buy will delay at quest rank level 4 or 5 cause you'll have to complete the urgent quest:A TROUBLESOME PAIR then you can have the 5TH FELYNE
