Powercharm and Armorcharm boost your attack and defense (you can guess which one does which) while they are in your inventory. You don't need to combine anything to use them in battle as it will be a permanent increase when you have on your character. However you can combine them with Small Lao Shan Lung claw to change them into Powertalon and Armortalon which are upgraded versions of the charms that boast increase power and defense.
