Just beat the game. Then, when you reload the game, go to the Land of Departure. He'll be there. Oh, you have to have defeated Vanita's Lingering Spirit in the Badlands.

After you beat everyones story at the END screen it will say do you want to start the secret story say YES and after you beat it go into enyones story and go to land of departure you don't have to defeat the lingering spirit first I didint.oh another peace of advise don't go to the mysterios figure boss almost 100% sure your going to win I would highly recomend the second chance and once more abilitys and the ultima weapon keyblade and for you deck to look like this (remember this is only a recomendtation)
