You buy herb seeds from millions shop in the first year when the cave is filled with gas. Speak to millions dad and he will tell you that the seeds and earth powder (i think thats what it's called) will be available. You can speak to him after the 10am bell by going into the back of the shop
They sell only those fruit and vegetables seed
