Well, kinda. There have been some forums that say there are still some minor quests here and there such as liberta's dictionary, moonlight's artworks and then finally a rose kind of story which allows you to marry either Marcia or Becky. Marcia will confess to you first.
The extra gems you have are for you to keep. Although you can place two in your barn and some in your level 3 tools. The best is to transform your gems to colours like green or orange for higher value crops. And don't keep the gems in the bag. They take up space. Put them in your storage box if you're not using them.
