I unlocked only SSj4 Goku.. But I don't know how I tried XD.. Try in Chapter 6 and kill the last SuperBuu with Goku SSJ3.. So I tried =|

To get ss4 goku you have to finsh chapter 3 but through the top not the bottom part or else you wont be able to unlock him. To make sure your going the right way it's going to be probably when you finish defeating pikolo when he is possesed by babidi or the mission right after that one when vegeta lets himself get possesed by babidi to become stronger.
To get ss4 goku beat chapter 3 through the top part if I remember right you should get him right after you beat piccolo when he's possesed by babidi or the one right after that one try to get mission and field cleared and you should be using ss4 in no time at all=).
Idk how to get it but I tried all of the answers and no offense they sucked I think you just beet the whole game
No ss4 vegeta is not on this game butt ss4 goku is.To get him you must defeatkid buu in the last chapter,chapter 7,an get at least a rank b or above. GOOD LUCK, and this does work
Beat kid buu in chapter 7 but it will be ery hard because there are a lot of villians
