Alright I'm at the end of the game and I've beaten it but I shut off my PSP not knowing about the new game+ feature but I was really wondering is that if I do the new game+ once I have it unlocked will all the missions reset to normal? Also I need to know how to get my drainga master with hp+290% to osmoga with hp+at least 290% and I have yet to find out how to get over 9999 hp

Yes, the missions that you've unlocked will be reset once you start a New Game+. But since you carry your stats over (and most of your items), they are easy to unlock again.

The easiest way to break your HP limit of 9,999 is to get the Genji Armor. You get the armor by getting 100% for all DMWs (do this before you start a New Game+). To do this, you need to "view" all the cutscenes for each character/summon during the Modulating Phase (you can skip the scenes if you want).
Once you complete all DMWs, go to the DMW screen to get the Genji Armor.

As for getting Osmoga with a HP stat increase, all I could create was Osmoga Lv.1 (HP +100%), using Drainra Lv.1 (HP +10%) + HP Up+ (MASTER) (HP +100%) + 2,500 SP. If you use an Elixir as a fusion item, you get an additional 10% HP (per elixir). I tried it with all my 50 Elixirs and got Osmoga Lv.1 (HP +600%), at the cost of 217,500 SP.
You can also use Phoenix Downs (obtained randomly from the Magic Pot DMW), HP Mako Stones (stolen from the 3 Bombs on the Costa Del Sol beach, in the mission 'Mysteries of the World -> Fun in the Sun! -> Please Make it a Vacation') or Fat Chocobo Feathers.
