I haven't gotten the game yet... But before I do get it I would like to know if this was possible to do.... So help would be much appreciated

Yup. At the start of the game you customize your Sim(s) and pet(s). How many you want to play with at one go (by moving them into a house; max 5-6 in a household) is up to you.
You can set the parameters of your Sims as well (age, personality, etc).
Just like any of the Sim games, you control one character/pet at a time. You can also pause/fast-forward time while waiting. There are also several parts of the town which your characters can travel to (unaccompanied).
Basic pets are either a cat or a dog. I think DLC allows for more animals.
