Find 2 or more ingredients that have restore health as a alchemical property. Use a mortar & pestle to mix the 2 ingredients together and theres your potion.

In addition to the former answer, aloe vera and venison together make nice healing potions, when combined with two other restore health containing ingredients.

everyone keeps saying just to use 2 ingredients that have restore health as an effect to make healing potions but this is not true!! when you use 2 restore health effects it makes restore health potions, healing over time potions not actual healing potions.Could someone please post how to make HEALING potions not heal over time! thanks

You can't make the ingame healing potions that instantly restore health. The strongest healing potion you can make is 13HP/s over 48 seconds i beleve.
Or try cheating maybe?

You can make instant health potions. but you must be expert in alchemy. i cant remember the ingredients, but using all 4 expert set, will give you instant hp potions of up to 395hp. or if you are master, and have master set, it will give 599hp. alot better than what you find in shops, and unbelieveably easy to make on mass (WITHOUT CHEATING!)

Combine any two of these ingredients to make a HEALING POTION: Blisterwort, Blue Dartwing, Blue Mountain Flower, Butterfly Wing, Charred Skeever Hide, Daedra Heart, Eye of Sabre Cat, Imp Stool, Rock Warbler Egg, Swamp Fungal Pod, Wheat. The higher your alchemy skill the more powerful the potion will be. I am a level 61 alchemist and am still not at the point where combining 3 or more ingredients makes a higher potion so just stick with 2. Also, I enchanted a pair of bracers that makes any potion I make 21% stronger.
