Can someone help me with the clock tower?

I sooooo need help. I can't seem to get the clock cogs on the platforms. And if you take too long doing it, Dean says something like, "hey Harry, let's sabatoge the clock towere." And then I can't get the cogs moved at all, the wand does nothing. Please, please, someone help me, I'm about ready to give up on this game!!!!!
