You probably carrying to much stuff. Open up your pip boy under items and see on the upper left you will see the weight your have. You'll have to drop the extra stuff you have or put it in a empty box or a corpse.

I can't equip things to my weapons.. Ie hunting rifle scope to a hunting rifle. Help?

I took a outfit out of this officer box and it says I'm surrounded and I can't run even though no one is around me all I can do is just walk...really slow please help me
And everytime I load it it always says that I'm surrounded
PLEASE!!!! HELP!!!!

It doesnt say surrounded it says overcumberd which means that you are carrying too much stuff. So try to get rid off some of the heavier objects
