To get into the white house you have to use a kind of sewer tunnel. If you type IGN in google and got to the guide on that it tells you everything you need to know(the 360 guide is the same or the ps3).

I believe it's only on the DLC's, and I've been in there, it's EXTREMEMLY stupid. There's no roof or doors or anything, just a few ghouls, although the fat man and three mini nukes ARE kinda nice, but not worth it really. It's a serious disappointment.
