Hmmm, not sure. Try asking around, and look in nearby buildings

There are 5 in total and you need them to get the experimental mirv fatman which fires 8 mini nukes at a time one of them is at the Grisly diner -on a desk in the back yard, by the ruined concrete wall another one is rockbreaker's last gas up the road you will see the shack it's in there another one is if you fast travel to the Jefferson memorial and follow the river you will find a tent with a super mutant inside it it is on the desk inside another one is when you come out of big town and tern west ther is a podem it's on there it's a church and the last one is at Fast Travel to VAPL-58 Power Station and head North following the power lines, the 3rd power line down will be surrounded with boards on 3 sides, head inside and on the North wall will be a bookcase with the 1st Keller tape.

want an easier way to get the rewards for this quest? try this!!...The armory is only accessible after going through the National Guard Training Wing, the National Guard Depot Offices, then exiting from the offices back to the first area of the National Guard Depot. Once back in the depot there is a room with a toppled Nuka-Cola vending machine, in the west corner of the room is the switch to the utility door/armory access(2 floors below)...You can get inside the bunker without getting the 5 transcripts. To do so,glitch/cheat the terminal!! walk into the corner made by the door and bunker access terminal. Then go into third person view, and twirl the camera around until it says "activate electrical switch". The trigger is very small, but should appear on the door or the door frame, a little higher than the player's head. Activate it, and the bunker door will open. This is a brilliant time saving method and should be used if you don't want to bother hunting down the transcripts. Heaps of good stuff inside..beware of the "glowing one"...formerly Mr.Keller inside too!!
