I'm trying to figure out what level you have to be for the COLD BLOODED perk and also I was playing online once in a free for all match and I kept getting killed by someone who was holding 2 shotguns at once so what level do you have to be to get this stuff????????????

You can look at this stuff by looking at the Create-A-Class. Go over the weapon to see what you can unlock, same with the perk. But I'll tell you anyway. The shotguns? Those are Akimbo Shotguns, which is one of the two weapons:
Rangers-unlocked at Level 42
Model 1887-Unlocked at Level 67
To unlock Akimbo, you must have 10 kills that weapon you want.
The Cold-Blooded Perk is unlocked at Level 25.
Machine Pistols, SMG's, and Pistols can be used as Akimbo weapons also, I suggest using Steady Aim so you have better accuracy.

Cold blooded is 25 I think and you can unlock akimbo for some guns by getting a certain number of kills with it
