Can't get the monorail to work

We got to the monorail but cannot get the doors to open for us. We did turn on the power but cannot figure out what we missed to make the monorail operational. Any suggestions?

Have you tried killing all the enemies on the hovercrafts like your own, there is one hiding behind the ramp by the monorail entrance. Also when you cut the power for your partner to cross to the other side of the power station wihout being electricuted, once he is back by your side safely have you hit the power button again?
