To acquire a Mobile Suit License so anyone can use a certain Mobile Suit, such as the Gundam DX/Double X, you must be that Mobile Suit's pilot, and use that Mobile Suit in five Missions, afterwords, Buy the License at the Shop, and it will be unlocked.
In order to Unlock a character in the game, you must first get that character onto the Relationship Chart, afterwords, work with that character, or have them as a Partner Strike, until they're Level 3, once they're Level 3, they will become Unlocked.
However, some characters, such as Tiffa Adill, and Fa Yuiry, cannot be unlocked as they're not playable.
