No, I am sorry to say this but you cannot unlock Jeff Hardy in Smackdown vs Raw 2007. You also might as well forget about the ECW brand in this game because they are not in this video game for some strange reason. It makes no sense if you think about it because when Smackdown vs Raw 2007 was being created, ECW had already come back. Regardless of this, if you want to play as a wrestler in the ECW brand, then you will have to go buy Smackdown vs Raw 2008. There is a formula for people that want to create Jeff Hardy that you can use to make him if you want to. You can find the Formula in the Forums. There was rumor that said that if you participated in a ladder match with Matt Hardy and won, then you would unlock Jeff Hardy. This is not true so do not believe them.

Both of these are bogus, I'm afraid.
You can create Jeff Hardy with formulae found it the SvR07 forums, or caws.ws.
