There are a few different things you can do to stop the limo. The most reliable one is before you go to that level, try to get the fastest car you can, like one of the Lamborgini type cars.

Now once you start the level, just drive forward for a couple blocks and you will see a lttle ramp blocked off. Change into the lane of the ramp and go of it as straight as possible. the limo will follow and if you look back, it almost al ways flips over. if you dont want to do that.

Look somewhere were you could drive into an open field or something like that, and they won't follow you into it, but they will stay right at the edge trying to shoot you, so find another way out fast. they will try to follow you when you get close to the edge but you will have a huge lead, because they go around.

The easiest way to win these levels is to brake and let them get ahead of you and them go into precision aim and aim at their tires. Try to shoot out both tires on one side. If you shoot out both on the left, turn right and both on the right, turn left. They will have troubles turning.
