The 'Cheat Gnome' is a garden gnome ,it has all the cheats you entered on it. It is usually out of site and sometimes not in reach of your Sim/Urbz. Like when you are in Kicktail Park it will be located behind the Skate Ramp near the clothes shop,
Or if you are at your house ( the first one you get,I'm not sure what it's called.) It will be floating out in the air some where around your apartment/house.
