You hav 2 unlock tag face by winning the last level of the ferret boxing game. Then tagged the people she asked. It says who she wants you 2 tag in the messages or goals. As for changing neo's style you hav 2 get him 2 join you're crew. Then invite him 2 the foundry. Change 2 his character by pressing r2. Then as him go 2 the clothes store and buy him the clothes. This should do it

I'm having trouble tagging neo face in my game. After unlocking the tag face option- I have been able to tag Fergie and Ally(?) because under the act mean option Tag Face has been lit up green. However so far everytime I have never had neo's Tag Face option in green. So if I pick Tag Face for neo he takes the can away - sprays me in the face.
As for changing the style of the two needed for the style mission Loop D. Loop and String Bean you need to get to know then well enough to join your crew, go to The Foundry, call either one of them. When they get there switch to them (R2) and go to change style. After they are done changing style have them leave the Foundry or you can't call the next guy to change his style.
