I think crstal island is on the first on island pier you have to swim to it

You have to complete the "repair the Ceremonial Forge" in the Temple on the 3rd island - then the Island will appear. Go back to the 1st Island (just go to Map Options after you press start) and choose the 1st island. Swim out into the water as far as you can go (try every direction although I think it is on the very right side) and it should appear.

You can also get there from West beach on the 2nd island. Swim out to the right side of the water, towards like some crystals sticking out of the water.
