As far as I know you can't unlock him no matter what you do, but you can give it a try and win the story mode 2 times, I belive thats a waste of time.

Well, I hope that you have not already tried this because you are right, it would be a complete, and utter waste of your time. You will not unlock the Ogre if you beat the storymode 2 times each with every character, and you will not unlock the Ogre if you beat the story mode with each character One Hundred times. The orge is not available on this game, and to the best of my knowledge, he is only available on Tekken 3.
