Ok, first you need to have Jack learn all his regular attacks first. After he learns his last regular attack, the next attack he will learn is his volty blast.
To increase the rate in which he learns his attacks, equipt a either an eagle, a lion, an elephant, or a serpent crest depending on what type of weapon you are using.
To use a volty attack, build you volty meter to max then press the square and X buttons at the same time.

You can learn volty blast with training with the doll in training field in theater vancoor (if you in human side) or fort helencia (if you in non-human side).
You must train to fifth training and you learn Volty blast. After that, you press square and X after your volty gauge reach MAX. You can try that. Even the new weapon and you didn't learn the normal attacks first, you can learn volty blast.
That is the fastest way you can learn volty blast.
