You know each player has an arrow next to their name in the formation menu, this is their form. A red arrow pointing down is the best and a grey arrow means do not play them as they are on bad form. The rest are in the middle.

Regulate condition will make all players arrows green. This means if a player has a grey arrow it will go green. However red arrows also go green.

When you set you're formation and press r1 you will see arrows beside the players names. This tells you the condition the player is in.

The colours are (in the order of their best condition) red, yellow, green, blue, and grey.

So to regulate the condition means really that the level that the players perform all depends on their condition.

Red is the best.

If you read the manual of the game you will understand better.
