Oh my God. I answered this for you already in your previous question.
You cannot for the PS2 because the download patch that has the Bugatti Veyron and other cars is only available for certain consoles.
And "How to get hidden cars like Bugatti Veyron"...Next time can you please check you've typed in what you're really meaning. I had to read your question a couple of times to get what you were meaning.

You can get the hidden cars and such by hex-editing but I strongly advise not to. I'm a programer and I've tryed to hex-edit the disk to get the hidden cars and I wound up busting my disk.
