Well the best car you can get at all is the one you get for completing the game the Audi. But the best you can buy before then is the Mercedes-benz. It's fast and handles well, although it understeers a little bit so make sure to tweak the suspension to counter this.

Why these? They are the best to start as stock so they are best maxed. All you need is (all the way to each) Engine set to horsepower, Transmission to top speed, Turbo to High RPM and racing tires set to grip or you can't reach top.
The corvette beacuse it's max speed is above 350 and in less than 4 seconds you can go to 100 speed
