The one you mainly play as if, of course, naruto. Then all of the support characters are choji, neji, shikamaru, sasuke. Then when you beat the game once you can use kakashi and gaara.

Non-playable characters: Hinata Hyuga, Konohamaru, Sakura Haruno, Iruka Umino, Kiba Inuzuka, Orochimaru, Kabuto Yakushi, Curse-Mark Sasuke, Jiraiya, Rock Lee, Karin, and Random Ninja
I think that's about all the important characters.

Well for the first time, there are 5 characters you choose, including Naruto. After completing the first time, the second one you can use Kakashi Sensei and Gaara as partners.
