I am not an expert, but I can answer your question.Liukang is in the cave behind in the tent in outworld.Sindel is in D-1 in the Netherealm.Hope I helped!

To get LiuKang you have to go to the bottom center kinda.. And find Rain. Then you go down to the bottom left corner and talk to Jade( she is in a tent) then you get Rain to go to the tent. Now just go behind the tent and meditate until it is 12:00 AM on Friday. Thats it for LiuKang. Sindel I don't know were she is at sorry. I hope I helped.
