You need to beat this one thing that is in all 3 cities.it has almost every person in it. Beat them all and you win it. If you beat the game, you get the Cadilac Sixteen, or at least I did.

You need to win the US championship (which the guy above explained) but to get the sixteen, you need to beat al of the club car races.
