I got it by continually racing challengers and making progress in the game, but i'm not exactly sure how to get it.
You scratch the disc underneath the 3. Or, alternatively, yu can beat all of the games in Atlanta.
Go to cheat codes and type in roadtrip.
Beat Roy in a rematch, same as beating Vanessa a second time in San Diego to unlock Atlanta. Idk why nobody bothered to check this and just say "jUsT kEeP rAcInG," but whatever. Here's your 13-years-late response. Hope you enjoyed it.
