The only way to make lots of money is keep winning races or do the 1$ up cheat tons of times
The only way of making money on Midngiht Club 3 is to do the races. Street Racers (blue triangles on map) are worth more money than just city races (red dots on map). But this can vary depending on how far you have got in your career. My tip is to just race and race, collecting money as you go along and save it up. You will soon have loads of money $$$$$$$
