Since the Fear uses stealth camo you can use the thermal goggles to help you see him, use the trees in the area for cover when he shoots at you. You can also wait for his stamina to go low then his stealth camo will weart off and you can shoot him easily. When he is low on stamina he will try to get food if you can get to the food he is planning on eating before he does then he will have to keep trying so you will have more time to shoot him. It's even easier if you have the single action army all you have to do is shoot and when the bullets ricochet they will always go in his direction.
