There is a green arrow pointing down at the first awning in the city. How do I access the treasure?

This also took me awile 'cause it's realy hard to do. First play free play with willie or a bazooka guy. Secondly make the brige and go to the far left side. Now here's the hard part.Blow up the glass and take the scooters.Now distroy all the cones on both sides of the city in order.Once there all distroied the artifact will apear.
