Go to the hotel in the noble section part of the citadel (you'll need the emblem of nobility which you can get from the trash pile in the poor part of town), and just walk into the first room in the hotel and you'll see a hatch in the bathroom. Use that, and you'll be in the sewers. After that, get the keys to the sewer locks and fiddle around with those... It took me, tops, 20 minutes to get through... You might want to train your characters up if they're lower than level 25 (just a suggestion). Also, once you get through the sewers, you'll see a ladder... Use that, and you'll find yourself back in the poor part of town but with easier access to the sewers. Now, go back down and you'll see a crack in the wall, use Lang's origin and you'll be the Kabel ruins... From there is a series of easy puzzles and a boss battle. Good luck.
