In the begining of the game when Squall explains the stuff you or Goofy and Donald are in the blue room.
After that it is locked forever.

U are not in the blue room when squall talks to you at the brging of the game your at the green room you must beat Atlantica then equip crab claw from inventory and then your able to open it
