You usually need to defeat the final boss and/or close the keyhole on that world to be able to fly to a new world.
The first time, you defeat the armored Heartless in the 3rd District, then watch the cut-scenes, then walk out the large doors in the 1st District. If you're still at the beginning, just go through every door you see in the 2nd and 3rd Districts.
After that, you fly your gummi ship through space, shooting at enemies, until you find a new world.
On Wonderland, you follow the clues and defeat the boss and seal your first keyhole.
After you're done with Wonderland, Olympus Coliseum and Deep Jungle, go back to Traverse Town to defeat the boss again, and give the new gummi block to Cid so that you can access a wormhole that'll take you to more worlds.
