Well jsfb6465 I have your answer.
No, you can not kill civilians at all without failing the mission.
However you could try using a gameshark or an action replay to do so.
I don't know if they have cheats for that sort of thing but you could try.

You can use your stunner...its like a trank (sp?) gun kinda !!

If you kill, stun, attack or do anything hostile to a civilian it is likely to be game over (or if an enemy does these things).

Yes, there is after you tranqulize them Go up to them and punch them and they will die. I hope I help!
