It depends on what person you are trying to befriend, and how much they like the gift that you are giving them. The easiest way to find out if you are friends with someone is by walking past them while they are walking. If they turn their heads and look at you, then you're friends. If not, keep on giving gifts.

It really depends on the person, and sometimes it's not just a gift you have to give. You can actually have cutscenes with that person and say the nice things (as in the options the game gives you) and they will like you more. And just a tip, if you didn't know this, to see if they are your friend just walk by them and if they look at you they are your friend.
