Rocket Car

My game completion is something like 97% and I think that my game has the glitch where the game completion stops going up at 99.6% or whatever it is. But I have never learned how to make the "rocket car" that I've heard that allegedly goes over 800mph or something like that. Does anyone know?

The game goes to 100% look good some races you have done may have broze cup it looks just like the gold cup. And to make a car go 800mph it can be made only on GT3.
