I guess you mean the 11 characters playable in Dragon Arena?
Here they are;

Goku: You begin the game with this character.

Picollo: You begin the game with this character. Krillin: You begin the game with this character.

Yamcha: You begin the game with this character.

Tien: You begin the game with this character. Kid Gohan: You begin the game with this character. Teen Gohan: Complete Kid Gohan's D.U.

Gohan: Complete Teen Gohan's D.U.

Vegeta: You'll get him automatically when you battle him
for the first time in Goku's D.U.

Uub: When you're in Goku's D.U for at least the second time and in
the Majin Buu saga, at a point Gohan will be absorbed by
Super Buu, after this a new red dot will appear, Super Buu,
beat him inside and out, now you'll be on the map again,
adjust your Skill Tray with these 3 capsule's: Kaioken,
Super Saiyan and Spirit Bomb, the other capsule may be from
your own choice (I used Goku's Breakthrough), now enter the
red dot and defeat Kid Buu with a Spirit Bomb, note that you
need to execute the Spirit Bomb attack in the normal state,
don't execute it as a Super Saiyan or higher otherwise you'll
execute Super Dragon Fist, after you have defeated Kid Buu
correctly a new red dot will appear at the World Tournament,
there you'll fight Uub, defeat him to unlock him. Broly: When in Goku's D.U for at least the second time and in
the Majin Buu saga, at a point Gohan will be absorbed by
Super Buu, now head to the new red dot, but don't fight
Super Buu yet, search to the West for a scene with
Kibitoshin titled 'Mountains' (use R1/Ki search it helps a
lot), after your chat with Kibitoshin go and beat Super Buu
inside and out, after you have done this a new red dot will
appear, but this time it's Broly, figth and defeat him to
unlock him.

Well, obviously you are lying. When you reset a character, it does not delete him. All it does is simply bring your characters level all the way to either 0 or 1 (dont remember). If you want to know how to unlock all the characters, go to the walkthrough section. I will tell you how to unlock some, here they are:
Kid Buu - Beat him in Goku's DU.

Omega Shenron - Follow the steps to fight Broly, but before you go to the tournament go to West City, and talk to Bulma. Then go to the tournament and a new dot will appear and you will fight Omega Shenron and get this capsule.
