You should just receive it once you have completed dragon universe with a character when the settings is on z3
Goku's Wish (Z): Beat Dragon Universe at Very Hard difficult setting (doesn't matter with wich character)
The Path To Power (Z2): Beat Dragon Universe at Z difficult setting (doesn't matter with wich character)
Endless Path To Power (Z3): Beat Dragon Universe at Z2 difficult setting (doesn't matter with wich character)
Strongest Of The Universe Thropy: Beat Dragon Universe at Z3 Difficult setting (doesn't matter with wich character)
At the end of the character's credit you'll get it...
It will be in the "Master List" of skills that you have aquired. You can't set it in the skill tray, because it doesn't do anything. It's just something that's cool to have. You also need it to reach 100% capsule count.
