How do you unlock cell.jr & saibamen and do you have to be a certain level

For both of these characters, you must first unlock Dragon Arena. In the Dragon Arena you must do the following:
Saibamen: Using a character that is a Level 10-20, battle characters that are
AT LEAST DOUBLE you own level. Eventually, Nappa will "Suddenly
Break In". Defeat him, and the Saibamen will become unlocked.
Cell Jr.: Using a character that is a Level 20-40, battle characters that are AT
LEAST 15 LEVELS HIGHER than your own level (Example: A Level
25 Gohan should battle with a Level 40 Anybody). Eventually, Piccolo
will "Suddenly Break In". Defeat him, and Cell Jr. will be unlocked.
To get cell jr you have to be a high 30 through 40 character and fight in the fiftys
