I havent played the game in a long time but I'm pretty sure you hav to hold down 1 of the top buttons and then press like block or the ki blast. Or mayb sumthing with pulling back on the joystick of the opposite way you are facing. I might b wrong but I'm pretty sure it's one of those.

There can be a few definitions of "Charge" in this game.
1.Charge your Ki-Hold X and tap AWAY on the D-Pad twice. On the second tap, hold it there.
2.Dash-Press towards the enemy twice and hold the second tap. After you reach him, press Triangle or Square.
3.Dragon Rush-Go into Hyper Mode (R1 and O at the exact same time) and seand you opponent flying into the air. At the exact time the enemy goes flying, press O.
