To charge ki, hold X and double click and hold the opposite direction of your apponent.
EXAMPLE:
Apponent here <-+ hold <-
-> +hold -> apponent here

Hold down x and then double tap the arrow of the opposite way of you opponent and on the second tap hold it
Ex screen
Opponent you
x then >>
hold this second tap
And vice versa
But be warned you are vulnerable while charging
