Yes goku can become ssj3 you need to get to the buu saga to unlock him.

IT IS TRUE ALL YOU NEED TO DO IS BEAT THE ADVANCED TOURNAMENT WITH EVERY CHARACTER AND THEN HOLD SELECT AND X WHILE SELECTING GOKU IT WORKED FOR ME
