It is easy to beat her here is what you are supposed to do and the answer to all your questions:
1.To keep your gils easy first you have to get your experience to change to gils by pressing x button on add EXP to gil by this way you will have many gils.
2.If you mean how to avoid it then it is easy.
Hide in before any column by this way she can't hit you and if you mean what will she use next then she will be faster and will hit you quicker than the last time.
3.If you want then use the limit breaker to take advantage of battle or use the handgun rapidly {Cerebus}.

To get enough gil to upgrade weapons, sell multiple items like 2-3 potions and other easily replaceable items. To Beat Rosso, keep away from her as much as you can until most of her life is gone then let rip with a limit breaker. If she's in a corner hitting her with fireballs in limit mode means she never likely to get a chance to recover (Cheap Tactics =] making battles easier). Once you get your head around how she moves and her weapons, the only annoying thing about the battle is how much she speaks. =]
